Brighton Police Captain and Assistant Fire Chief Kenneth Hooten was one of the first to arrive at the scene of the double homicide.
Hooten described Hall to AL.com as a "down-to-earth guy" who "didn't bother anybody."
"I went to elementary school with him before I became a cop or a firefighter," he said. "We hung out, and we'd check in on each other from time to time."
Under the stage name Landlord Lo, Samuel released a number of songs, including his most recent tracks: "Bang For Heat" and "Sneaky Link."
